今年、アークは設立から35周年を迎えました。しかし、オリバーが日本で動物の保護活動を始めたのはそのずっと前のことです。オリバーは1965年に初めて日本にやってきました。旅行好きの彼女でしたが、日本を目指してきたのではなく、香港で行き先を迷っていた彼女の前に神戸行きのドイツの貨物船がたまたま停泊していたのです。しばらく日本に滞在した後、彼女は一旦イギリスに戻って日本語を勉強し、1968年に再び来日しました。それから、日本でのオリバーの活動が始まりました。

しかし、当時の貴重な活動の記録は写真も資料も紙媒体でしか残っておらず、また保存状態は必ずしも良くありませんでした。私はいよいよ傷んでしまう前にこれらを電子データとして残したいと思い、2021年の秋から数人のボランティアの協力も得て、スキャンの作業を始めました。紙媒体でしか残っていない膨大な写真・資料をまずはスキャンして電子データとして残し、これを整理整頓するというとても根気のいる仕事でした。2万3,000枚以上の写真・資料のスキャンと整理整頓を完了したのは2023年7月のことでした。

その後しばらくこのプロジェクトは休眠状態になりましたが、今年アークが設立35周年を迎えることに合わせ、やっとこのプロジェクトの成果を一般に公開しようという合意が理事会で得られました。

アーカイブの中には、オリバーの幼少期からの写真や大英帝国勲章受章時の写真を始め、多くのレスキュー活動の写真・資料が含まれています。

アークが変わるきっかけとなった阪神淡路大震災、東日本大震災、多頭飼育崩壊者からの犬の救出、悪徳ブリーダーを訴訟に追い込んだケースはその代表的なものです。オリバーは独特の手法でメディアを巻き込み、国際社会に訴え、行政に圧力をかけ、日本の動物福祉の窮状を変えていきました。

アークの歴史は日本の動物福祉の歩みそのものです。オリバーは自伝で、「トンネルが真っ暗で出口などないと思うこともある。それでも私は、そこに灯をともそうと決めたのだ」と述べています。オリバーがそう思わなかったら、日本の動物福祉は今も35年前と変わっていなかったかもしれません。そのアークの歴史をアーカイブとして公開できることを大変うれしく思います。

We celebrate the 35th anniversary of ARK this year. However, Elizabeth Oliver started her rescue activities of animals in Japan long before that. She had come to Japan for the first time in 1965. She loved traveling, but as yet she had not decided to go to Japan. She had reached Hong Kong but was uncertain as to her next destination. At the harbor, she noticed a German-flagged cargo ship bound for Kobe. This made up her mind. She boarded the ship and sailed for Japan, where she stayed until returning to the U.K. to study Japanese. Later she came back to Japan in 1968. Since then, Oliver has carried out her rescue operations.

However, photos and documents in those days as the precious records of rescue activities were all paper-based and were not necessarily in good condition. I thought that these should be scanned and archived as electronic data before getting more deteriorated. I gradually progressed with the scanning work since autumn 2021 with the help of several volunteers. I took the initiative in this grinding task to scan an enormous number of paper-based photos and documents, maintain it as e-data, and organize it. It was July 2023 when I completed the scanning and organizing works of more than 23,000 photos and documents. This project had been suspended for a couple of years since then.

However, now that we celebrate the 35th anniversary of ARK this year, the board has finally reached an agreement to make these achievements publicly available. The archives include not only Oliver’s photos from her early childhood and those from MBE(Member of the Most Excellent Order of the British Empire), but also lots of photos and documents from numerous rescue operations.

The Great Hanshin-Awaji Earthquake that triggered the ARK’s transformation, the Great East Japan Earthquake, dogs rescued from hoarders, litigations against unscrupulous breeders are typical examples. Oliver got the media involved by her unique approaches, appealed to the international community, put pressure on the authorities, changing the plight of animal welfare in Japan. The history of ARK is synonymous with the progress of animal welfare in Japan. Oliver mentions in her autobiography that “Sometimes I think the tunnel is very dark and it’s impossible to find a way out of it, but I have decided to light a candle”. If she had not thought so, animal welfare in Japan might have remained unchanged from 35 years ago. I’m delighted to be able to make the history of ARK publicly available as the archives.
